CONTAINERBOARD PRICES (posted) in the U.S. remained flat in October, with 42-lb linerboard at $525 - $535/ton, reports Mark Wilde, senior analyst with Deutsche Bank. Last week, several U.S. producers announced a $50/ton price hike on exports to Latin America. Historically, such price hikes are followed by a broader export hike and domestic price hike initiatives, Wilde points out, adding that an improving economy and capacity closures may set the stage. West Fraser recently announced closure of its kraft paper/linerboard mill in Kitimat, B.C. (detailed in a news report below), and IP (also detailed in a news report below) announced closures totaling 1.4 million tons of containerboard capacity (4% of total U.S. capacity). Wilde says that he continues to expect other major closures around year-end that "would push operating rates back into the mid-90s and should support a price initiative." New supply (Pratt's 400,000 tpy machine at Shreveport) and mill restarts (Renew Paper's 270,000 tpy machine and Smurfit's 980 tpd No.2 machine at Jacksonville, Fla.) are all offsets, Wilde adds. Wood supply constraints and seasonal maintenance will trim fourth quarter output, he notes.


CONTAINERBOARD EXPORT PRICES in the U.S. are up $10 - $20 per ton, according to Wilde, who points out that most European producers have increased unbleached kraft linerboard prices on recycled grades. With domestic box demand still lagging and black liquor tax credits set to expire by year-end, more permanent capacity reductions appear essential, he adds.


CORRUGATED BOX DEMAND worldwide is forecast to increase 3.4% per year to 213 billion m² in 2013, in line with real (inflation-adjusted) gains in GDP, according to a new report by Reportlinker.com titled World Corrugated Boxes Market. Factors contributing to rising box demand will include growth in industrial activities, particularly the manufacturing sector, which often requires corrugated packaging to protect and transport goods. In addition, ongoing developments in small flute and high-quality graphic board will allow corrugated boxes to penetrate traditional folding carton applications, especially in the developed world. Greater interest in corrugated packaging as a point-of-sale display in retail applications will also boost demand for value-added corrugated boxes. However, the report adds, gains will be limited by the mature state of the corrugated box industry in developed areas such as the U.S. and Western Europe. The fastest increases will occur in the world's developing regions, although growth rates will moderate from the 2003-2008 period. Some of the best gains are expected in China, which will surpass the U.S. as the world's largest corrugated box market by 2013, and India, which will benefit from strong growth in industrial output and consumer product markets, as well as greater investment in state-of-the-art manufacturing equipment, resulting in improved product quality.


GRAPHIC PACKAGING INTERNATIONAL, Marietta, Ga., USA, plans to close two manufacturing facilities and transition business to other U.S. operating locations. The closures, part of the company's continued efforts to achieve synergies related to the March 2008 combination with Altivity Packaging, include folding carton facilities in Fort Wayne, Ind., and Santa Clara, Calif. The plants are expected to discontinue production by mid-2010. The company's Santa Clara recycled paperboard mill and Orchard Park, Calif., facility will not be affected by the closures.



IP's Franklin, Va., mill
INTERNATIONAL PAPER, Memphis, Tenn., USA, has announced plans to close its mill and associated operations in Franklin, Va., and its containerboard mills in Pineville, La., and Albany, Ore. The company also announced it would permanently shutdown the previously idled No. 3 machine at its Valliant, Okla., containerboard mill. The Valliant mill's other two machines will continue to operate. These permanent shutdowns will reduce the company's North American paper and board capacity by 2.1 million tons. The closures will affect about 1,600 employees. In its containerboard and coated paperboard businesses, IP said it expects demand to resume growing as the economy rebounds. However, since the company's demand is not expected to return to 2008 levels in the near future, the permanent closures are necessary. Closure of the Albany mill and its two containerboard machines having a total capacity of 580,000 tpy (includes 250,000 tpy of capacity idled a year ago) will affect 270 employees. The Pineville closure, with its one containerboard machine, takes 390,000 tpy of capacity off the market, affecting 230 employees. The No. 3 machine at Valliant (430,000 tpy capacity) was idled last November, and will have no additional employee impact. Following these permanent shutdowns, IP will have approximately 10 million tons of North American containerboard capacity and 1.7 million tons of North American coated paperboard capacity.


M-REAL, Finland, will increase the price of its folding boxboard in Europe by EUR 70 per metric ton, effective December 1. The company noted that the increase was necessary to cover the effects of "severe cost inflation" in prior years as well as rising pulp prices.


MEADWESTVACO CORP., Richmond, Va., USA, has sold its Paxonix business to software development services company, Persistent Systems of San Jose, Calif. Paxonix provides web-based branding and packaging process solutions that accelerate speed to market. MWV notes that as it has sharpened its focus on value-added consumer packaging solutions, Paxonix, formed within MWV in 2001, is best positioned for success and growth within a specialized software services enterprise. MWV will continue to be a user of Paxonix, and will serve as a reseller of Paxonix software and services. Other terms of the agreement were not disclosed.

IN OTHER MWV NEWS, the company has been named the winner in the refrigerated and frozen food packaging category of the 2009 Category Colonel Awards. The award is given by RFF Retailer Magazine. Award winners are determined according to number of votes from retailers. Voting criteria for suppliers include: consistently delivering on time, accurately and in the quantities promised; providing customized, useful tactics and strategies on both pricing and promotion; and excellent communication.


PACKAGING CORP. OF AMERICA, Lake Forest, Ill., USA, has approved major capital projects at its Counce, Tenn., and Valdosta, Ga., linerboard mills that will reduce fuel and electricity purchases 50% and 75%, respectively. The investment includes a new recovery boiler, turbine generator, and paper machine drying efficiency improvements at the Valdosta mill, and a rebuild and upgrade of two existing recovery boilers plus a new turbine generator at the Counce mill. The net capital invested is expected to be about $215 million, after deducting some $80 million in maintenance capital that will be avoided on equipment being replaced. Both the Counce and Valdosta projects are expected to be completed by the end of 2011. Paul Stecko, chairman and CEO, noted that "upon completion of the projects, our Valdosta mill will burn only internally generated, wood waste and black liquor in its boilers and will self-generate 100% of its electricity requirements. Our Counce mill will lower its purchased electricity requirements by more than 60% and lower purchased fuel consumption by more than 35%."


PCA"S NEW VALDOSTA RECOVERY BOILER was ordered this past week. Andritz (Graz, Austria) will install a High Energy Recovery Boiler (HERB), including a chloride and potassium removal system, at the kraft linerboard mill. Startup of the new boiler is scheduled for October 2011. HERB technology allows a mill to produce more steam, and therefore more electrical energy, to support mill operations. For the 457,000 tpy Valdosta mill, the boiler is designed to operate at 1,500 psig (103 bar) pressure and a temperature of 920° F (493° C). The new unit will replace three existing boilers installed in the 1950s and 1970s. The new recovery boiler technology will significantly reduce the mill's air emissions compared with the older units.


PACKAGING STUDENT DESIGN TEAMS shared $4,500 in prize money for the fifth annual Student Design Challenge sponsored by the Paperboard Packaging Alliance (PPA). Winners were announced at a luncheon sponsored by PPA as part of the recent Pack Expo consumer product packaging tradeshow. The student challenge was to create a promotional carton for a series of financial planning DVDs that combined protection and shelf impact while reflecting the fictitious manufacturer's commitment to sustainability. In addition to the $4,500 in prize money, an additional $4,500 was awarded to the universities' packaging programs. Competing against students from the nation's top design programs, the first place design came from the student team of Lynsie Gibson and Zachary Mendoza from the Rochester Institute of Technology. The second place team from the Fashion Institute of Technology included students Nicole Nardi, Jackie Roll, Allessandra Greco, and Hannah Nicdao. Members of the third place team from San José State University were Bradley Bussolini, Derek Lam, Sayaka Uchida, Thura Lin, and Zach Yambrach. In total, 26 entries were received from six university programs.


ROCKTENN, Norcross, Ga., USA, reports that it has received triple chain-of-custody (CoC) certification for its Montreal, Que., Canada, folding carton plant, formerly known as Wilco Inc. The plant is now certified by Forest Stewardship Council (FSC), Sustainable Forestry Initiative (SFI), and Programme for the Endorsement of Forest Certification (PEFC). These organizations provide third-party validation of the plant's documented processes and chain of custody monitoring. Last year, all of RockTenn's folding carton plants achieved SFI fiber sourcing certification, and in June, the company's Marion, N.C., folding plant achieved Triple CoC certification. RockTenn operates facilities in the U.S. Canada, Mexico, Chile, and Argentina.


SMURFIT KAPPA GROUP, Dublin, Ireland, plans to cease production at its Sturovo AS mill in Slovakia. The Sturovo mill has a production capacity of 200,000 metric tpy of semi-chemical fluting and currently employs 350 people. The company says that the planned closure is due to excess capacity in the European containerboard market combined with the effect of the global economic downturn that has resulted in significantly reduced demand. Furthermore, it adds, advances made in the recycled containerboard industry have resulted in the widespread availability of less expensive but equally strong high performance fluting. Further factors contributing to the proposed closure have been currency swings and, in Smurfit Kappa's view, unwarranted government aid for new recycled capacity additions in Central and Eastern Europe.



Michael Exner
SMURFIT-STONE CONTAINER CORP., Chicago, Ill., USA, has appointed Michael Exner senior VP and GM of its Containerboard Mill division, effective January 1. Exner's career in the paper industry spans 31 years and includes a variety of leadership positions with International Paper and Boise-Cascade. Most recently, he served as IP's VP of manufacturing for Containerboard. During his 29-year tenure with IP, Exner also served as pulp and operations manager; mill manager for the company's Vicksburg, Miss., and Lock Haven, Penn., facilities; and director of manufacturing for IP's commercial printing and imaging papers division.


THE PAPER-BASED PACKAGING industry has launched "The Responsible Package," a campaign to promote versatile and sustainable paper-based packaging solutions. With funding provided by the Paperboard Packaging Alliance (PPA) and the Corrugated Packaging Alliance (CPA), the campaign is designed to advance the leadership position of paper-based packaging within the broader packaging industry, and leverage stakeholder companies' existing sustainable practices and resources to educate and inform packaged goods manufacturers and packagers. The initiative supports paperboard, corrugated, and paper bag products, and provides packagers with the tools they need to make decisions that meet their sustainability goals. The campaign will raise awareness of the paper-based packaging industry's sustainable practices and the responsibly made products it supplies. Additionally, it will champion the renewability of forest products, the high level of success in recycling paper-based products, and the versatility of paper-based packaging. PPA is a joint initiative of the American Forest & Paper Association (AF&PA) and the Paperboard Packaging Council. CPA is a joint initiative of AF& PA, the Association of Independent Corrugated Converters, and the Fibre Box Association.


VPK PACKAGING, Dendermond, Belgium, in a joint venture with Origis, will build a 1.8 MW solar power station on the roofs of its corrugated board factory in Aalst, Belgium, and its core winding plant in nearby Deerlijk. The power plant, which will be operational by this December, will produce so called green electricity that will be used locally in the plant, replacing externally purchased electricity. The investment is expected to generate an annual electricity cost savings of at least EUR 150,000 during the next 20 years. The system will also reduce greenhouse gas emissions and thus the carbon foot print of VPK Packaging Group. The company had earlier installed a biogas generator at its Oudegem, Belgium, operations that is fired with recycling residues, and indicated that other similar projects will soon be announced


WESTERN EUROPEAN RECYCLED CONTAINERBOARD RISK OF CLOSURE is analyzed in a new report issued this week by RISI, Brussels, Belgium. This report examines 85 mills and 120-plus machines, each ranked by major criteria such as cost position, market prospects for the grade, future regional wood supply, corporate significance of the mill, machine age, and machine size. Despite previous closures that took place last year through the beginning of this year, RISI notes that a further 1.2 - 1.9 million metric tpy of capacity closure "appears inevitable over the medium term due to a combination of new capacity entering the markets, pressure from increasing production costs, and softer domestic demand in Western Europe." The report predicts capacity changes over 2009 - 2011 in Western Europe as follows (000 metric tpy).

Orifjon Abidov, European paper packaging economist at RISI, notes that "with about 1.2 million metric tons of low cost recycled containerboard capacity expected to enter the Western European market in 2010 - 2011, we expect downward pressure on operating rates and profit margins. Our capacity projections over the medium term assume operating rates at lower than historical levels, and we expect to see a number of machine closures." WEST FRASER TIMBER CO., Vancouver, B.C., Canada, will permanently close its Eurocan linerboard mill in Kitimat, B.C., due to unprofitable operations. The closure is expected to take place January 31. Some 75% of Eurocan's production is linerboard and about 25% is kraft paper. The mill has a production capacity of 450,000 metric tpy, or about 2% of the total Canadian pulp and paper production. The 40-year-old mill has historically struggled with high costs and negative returns, the company notes. A contributing factor to its problems in recent years, the company adds, has been sawmill curtailments in the region, which have reduced the supply of lower-cost residual wood chips to Eurocan and increased the mill's reliance on more expensive whole log chips. In addition to these ongoing challenges, the mill's situation took a dramatic negative turn during the past year. Since December of 2008, Eurocan has experienced a drop of approximately 40% in the net selling price of its products. This decline has been driven by the global economic slowdown, the rise of the Canadian dollar, and severe competition from low-cost paper producers in other countries, West Fraser explains. Eurocan was built in the late 1960s. West Fraser became a joint venture partner in the 1980s, and then acquired the operations in 1993.


WIST (Wisconsin Institute for Sustainable Technology), a new program developed by the University of Wisconsin-Stevens Point (USWP), at Stevens Point, Wis., USA, is now "up and running" and searching for an executive director. WIST is a joint program of the College of Natural Resources and College of Letters and Science, focused on the development and dissemination of sustainable technologies and associated social and economic interests. The executive director will head development and operation of short and long term business plans, including budget, finance, programs, personnel, facilities, and equipment, and will provide administrative oversight relevant to the three divisions of WIST (Education, Research, and Services). The executive director will also head the establishment of public relations, networking, and collaborative efforts leading to grants and contracts or service revenue. Position qualifications include a Ph.D. degree with a minimum of five years of experience or other terminal degree with a minimum of eight years of experience. New products and equipment orders

KAPSTONE CHARLESTON KRAFT, Charleston, S.C., USA, recently mailed out a new Kraftpak uncoated carton board promotional packet. Made from ultra-lightweight .020/58 lb Kraftpak, the hypothetically branded "Red Whale Ale" six-pack promotional carrier, along with an informative flyer, was mailed in a printed Kraftpak envelope to numerous beverage producers throughout the country, heralding a "new chapter" for Kraftpak, which is an unbleached, high performance natural kraft paperboard available in 10 standard caliper grades ranging from .013 in. to .030 in. Kraftpak provides high performance at very low basis weight, offering much higher carton yield (20% to 25% more carriers) per ton than conventional paperboards, according to KapStone. As a result, it can achieve overall package weight reductions of up to 25%. The Red Whale Ale promotional carrier features detailed lithographic text and graphics printed on all sides. SMURFIT-STONE CONTAINER CORP., Chicago, Ill., USA, recently featured its new Meta Tray-8 and RecyclaCorr corrugated cases at the 2009 Produce Marketing Association's (PMA) Fresh Summit International Convention and Exposition in Anaheim, Calif. Compared with a regular slotted case, the Meta Tray-8 case can be made with up to 21% less fiber and equal stacking strength, or up to 127% more stacking strength. It can be made with up to 18% less fiber than a typical BTB, but with equal stacking strength, or up to 46% more stacking strength. RecyclaCorr, a fully recyclable alternative to wax-impregnated packaging, is used for produce, bakery, floral, beverage, and protein products because it is formulated to protect products stored and distributed in cold-humid environments.

FBA & TAPPI Help you benchmark plant performance
TAPPI and the Fibre Box Association (FBA) are offering this updated 2009 FBA/TAPPI Productivity and Waste Survey, which provides useful benchmarking data that is otherwise unavailable from any other source.
