Keynote Speaker:
David B. Struhs, Vice President of Environmental Affairs at International Paper

Monday, August 25, 8:30 to 10:00am

"Capital Constrained Meets Carbon Constrained"

Regulations are like vitamins. In the right dose, they make up for deficiencies in the economy. But the temptation to think that if one is good, then more must be better can lead to poisonous results. That temptation is now revealing itself in Washington's deliberations over how to regulate carbon dioxide emissions.

Regardless of one's view on climate change, there should be a consensus that any new regulatory program should focus on a clear long-term goal, create accountability, be judged on results, and perform as efficiently as possible. So why isn't that happening?

David B. Struhs, long-time federal and state environmental regulator and now Vice President for Environmental Affairs at International Paper, will share his insights on the policy and political debates of climate change.
